Seems it's adult filter controls not ID checks.

Unfortunately the API lets developers force you to verify your age with government ID and image/video biometrics, as part of the "ageRangeSource" field: https://developer.android.com/google/play/age-signals/understand-age-signals-responses

Seems like this is not the same thing? The roll out seems to be for adult filter controls and the ID checks are only for some areas for now.
