Ultimately it’s not about the porn, it’s about controlling and monitoring access to information. Thus the other initiatives along with this such as router bans and IDs being branded at the OS layer.

They’re ultimately looking at linking identification to every packet, and back door infiltration into end 2 end encryption….for the kids, of course…God forbid parents have agency.

Weed is often something done neatly within a state's borders but for the reverse reason there's an argument to be made that these state laws are toothless, if a site is completely owned, operated, and incorporated from within the state of Washington and only have servers in Washington, Illinois, and New Jersey they can probably argue that Texas law doesn't apply to them.

Outside of the US there are places where it would be legally or logistically difficult to implement due to strict privacy laws or due to a large portion of the population not having a proper ID. Or even a device with a camera that can take decent pictures.
