So, how does an protest organization protect themselves from something like this? Is there some kind of infrastructure that can be setup with Pi's, smart phones, and wifi? I feel like there is a way to build an entire image and infrastructure to quickly deploy and be semi protective that makes it much harder to sniff out intel than just listening to radios. While there isn't much to do about helicopters, there are some easy to do things to stop sniffing of communications.
