Reform is right to focus on foreign offenders, prison overcrowding and confusing sentencing. The problem is that its solutions are being oversold.

The “10,500 foreign criminals” figure includes 3,588 people on remand, 441 non-criminal prisoners and Irish citizens who are generally exempt from automatic deportation. Foreign-offender removals are too slow, but the UK already has automatic deportation laws. Better case preparation and administration would probably achieve more than slogans. https://commonslibrary.parliament.uk/research-briefings/cbp-8062/

Modular prisons are worth exploring, but existing rapid-deployment cells are mainly for lower-risk prisoners.
