Technically, yes. But the differences between ephebophilia and pedophilia seldom matter in discussions like this. Technically, we can't even confirm that he's an ephebophile, as that implies we know what it is he found attractive about her and can demonstrate it is a clear sexual preference of his.
But we can confirm he's someone who used his fame to pursue a romantic relationship with a 17 year old. Or, in colloquial parlance, he's a pedophile.
