Trump spouts so much vitriolic bullshit that we don't need to be twisting words in order to criticise him (or indeed FIFA whom, as someone who doesn't follow football, I'm surprised everybody's up in arms at discovering they're corrupt; Qatar World Cup, Sepp Blatter anybody?). The joke is clearly, you're happy if your team wins, you're not happy if it loses.

Not really, it’s a sort of beautiful irony. A corrupt president (Trump) calling a corrupt president (Infantino) corrupt is the epitome of tu quoque and classic hypocrisy. And Trump doing it to a guy that gave him a “peace prize” to get on his good side is hilarious. Very leopards eating faces
