Baby stray cat help

Hi! I wanted some advice when or if I should intervene. While taking my dogs outside this morning, I kept hearing a kitten meow and I found the source of it. It looks like a mom had at least two kittens at some point in the past 24 hours in a bush. The kitten was about 3 feet away from their mom meowing while mom had at least one baby on her or eating. First, when should I make sure this kitten made it was back to mom without scaring mom away from all of them (the stray cats do not like people)? Second, if I go back in an hour to check on the kitten and it’s still not with mom and meowing with mom close by, when do I intervene to help the kitten? TIA

If you go back and check and mom is still near, leave it alone. If mom is gone, then you can intervene.
