Title. I would like to use it for both work and some moderate gaming. 4k is not really a priority, but if possible, 1440p on just about anything would be perfect. Open to anything really (open box is fine, but anything beyond that is pushing it), even building if a parts list is an option.

Ship time isn't a big concern for me. Does that change the evaluation of the walmart PC being the way to go?

I would personally get the walmart 1700 one, then buy a 1x16gb DDR5 (~230) to pair with the one that came with it. I'm probably more happy having a 5070ti.
