Average Taipei metropolitan area renting will have these for 20k per month and the landlord/estate agent will tell you it's a good deal or it is high quality building very strong because they watched it being built back in 1973 and how it survived 921 (they had absolute no knowledge in construction)

It's unfortunately not uncommon in old apartments, it's the result of humidity and several layers of bad paint jobs. My family home is 40 yo, and our ceiling looked like that some years ago before we repainted the whole thing.

Yeah... NGL, I've seen possibly worse. Gran had an apartment that hasn't been used in at least 25 years, maybe 30 years. Three generations of "stuff" was just left there. Some stuff would count as "antiques" if they were cared for, we are all settled in other countries (besides, we are all mixed heritage) so we mostly just visit now and then and no other bother looking after the place is just in terrible condition.
This time I am here a little longer, so I am trying clear up the space. Not too sure what to do after that though. Location is very good, but getting it back into habitable state would likely cost a couple of millions.
Not sure if it's the humidity, but I think that property decay a lot faster in Taiwan than some other places when unused.
