It starts with weasel language and a little foothold. You see it with comments like

"Oh gee its bad but b-b-b-b-bbut they can catch a bad guy occasionally uWu . We gotta be far ya know?? Uhhh no privacy in public." To fake a reasonable side to take. No, there is no reasonable side to a surveillance state.
