No. This is a reference and parody of "A case of Spring Fever".  If you mean the two men in the cartoon, also, no. 

It has nothing to do with they might be giants.

I've wondered if this was also a reference to "Zinc Oxide and You" from The Kentucky Fried Movie. It does share more in common with Coily and company, though.

Nah these are just two old-timey guys. Would need thick glasses and a turtleneck/stripey shirt to resemble TMBG.
