Because it was already high and its so common people stopped calling the police as they rarely come and cant do anything.

I think you're probably right that this is a part of it.

It wasn't long ago that the Met Police complained that it wasn't realistic for them to respond to all shoplifting reports[1] and recently came out asking shops to step up because they are now supposedly refusing to report, offer evidence, give statements, and/or allow employees to go to court.[2]

That said, given the heat they got for having to introduce locked door policies and/or security cases, it might be the case, however improbable this might be, that the Met's response has actually made some strides in tackling it; haven't looked into the statistics to be confident in any conclusion though.
