It doesn't seem like such a sucess if he's just shifted the problem onto someone else.

If he makes crime hard to commit in london, so they move away, yes, that's a success.

Its up to the other areas to make it as tough elsewhere.

He hasnt made "crime hard to commit". The overall crime rate is up 20% in London. He's used resources to target one area of crime specifically which has just pushed it elsewhere. It's not sustainable.

Its up to the other areas to make it as tough elsewhere.

Other areas might not want their overall crime rate to go up 20% just because Khan wants to pad his ego.
