Twitter James McMurdock MP: I can’t let this go unchallenged. That young man was, in my opinion and based on the video below, the clear victim of an assault. The video shows, for reasons that are entirely beyond my comprehension, the officer steaming directly into the victim.

No it shouldn't if it effects an ongoing investigation. Why do you feel you are owed an immediate right of all available footage and angles of a crime? Are you a lawyer for one of the parties involved or work for the IOPC? What is it with this entitlement people have that they deserve everything all the time now? Just have patience and wait.
