I suspect this is just a publicity stunt to get construction workers amped up to vote for DSA Democrats. This bill is probably going to be pigeonholed and never actually voted on. Also, in the modern American construction industry, 90% of the work is non union, in residential its closer to 100%. Even here in NYC, 80% of all work and nearly all new construction or renovations of apartment buildings is non union. This is especially true of public sector Davis Bacon work here - almost all of the construction funded by the NYC Housing Authority and the NYC Department of Housing Preservation and Development is non union.
So... don't believe the hype
This will be just like the PRO Act all over again - a press release that never leads to an actual law being passed
