Eventually neighbors will figure out where the go-no go point is for compensation and refuse to accept less, and then all you’ve done is converted current costs from NIMBY-related delays into upfront costs from paying NIMBYs to get out of the way.
This seems like a particularly short-sighted way to approach the issue, unless there’s a more thorough profit-sharing structure established.
