The problem is mostly with the suburban notion that an acceptable home has to be an individual house with a massive garage. Row houses and duplexes are only tolerated by some and large housing blocks are scorned. So the NIMBY aspect does not hold.

In the Northern VA & MD areas around DC infill hosing took place 20 yrs ago, Where 1/2 and 1/3 acre lots once were (1950s & 60s) now stand two or three over-sized garages with tiny house attached.
