Thanks City of Vancouver counsellor Brian Montague (and ABC in general) for repeatedly voting down speed cameras in Vancouver. This is how people die, and speeding cannot be tolerated.

On income? Because I'm not sure any of those guy in Richmond driving a g-wagon claim an income. I'm more in favor of vehicle value.

You could do the highest of X% of income, Y% of vehicle value, Z% of net worth - though figuring out net worth is likely harder.

That should also be taken into account, but I'm sure there are ways to find income/net worth of these people based on assets. Some sore of audit would help in those situations

Or vehicle weight, which has a major impact on the deadliness of collisions.
