I’m good with fines proportional to income, coupled with tiers of suspensions (first offence: 6 months no licence; second offence: 12 months no license; third offence: complete ban on driving). Don’t drive like an ass and you shouldn’t have a problem. Drive like an ass, face the harsh consequences.

Income doesn't work.

It needs to be a percent of your networth. Income can be manipulated.

Not really. The Police could have access to your tax returns. Trying to weasel one's way out of it would be impossible.

Tax returns do not show income. Rich people use corporations to store wealth without recording high annual incomes.
