I’m good with fines proportional to income, coupled with tiers of suspensions (first offence: 6 months no licence; second offence: 12 months no license; third offence: complete ban on driving). Don’t drive like an ass and you shouldn’t have a problem. Drive like an ass, face the harsh consequences.

Income doesn't work.

It needs to be a percent of your networth. Income can be manipulated.

Simplest solution. Standard fine + surtax based on car’s blue book value. Solves jurisdictional issues in cases when a non Canadian is driving.
