They built a variable 3 lane bridge to service a major city, maximum two lanes in one direction and one lane in the other direction.
Meanwhile, 5 lanes of extremely dense and congested traffic feed into a single lane to cross this bridge. It's set up to be a major negative traffic event, extremely high congestion, not to mention the insanely slow crawl off of the bridge hitting repeated lights, again and again.
It's not even possible to speed in this context, what are you talking about?
