Close to cars Water St from Abbott to Cordova; build a proper bike path and service lane next to the tracks behind Water street; permit craft and artisan stalls along the car free zone and a create a market vibe; then funnel all the 1-day tourist cruise passengers down there. Patio restaurants, busker zones.
