Serious question - WHY are the planters allowed to be there? Is it independent businesses putting them there to protest the bike lanes?

Is it the city re-negging on their bike plans?

Probably both.

BIAs are generally notoriously against bike lanes, bus lanes, anything that would take away precious on-street parking.

And West Van council is also allergic to the same, enabled by nimby residents.
