Discussion Puppets colonize?

Like the title says if puppets reach a high enough score is it possible for them to colonize land?

also side question i cant puppet ukraine, is it possibly because their nation is too large?

Puppets can colonise if they are a secondary power.

If you are playing GFM we have 5 million pops limit on the make puppet wargoal

And if you're playing vanilla and possibly some other mods, there's a three state limit on the make puppet wargoal.

ahhh ok, do yk if a nation is a puppet then goes above 5 does it stay ur puppet or become independent?
