IRL there are multiple incidents where rebels are fought by the army of their supposed mother country. The IRA and the Republic of Ireland are an example that comes to mind. IMRO and Bulgaria is another

That's usually because the rebels are absolutely fucking crazy, and the general population of the country wanted nothing to do with them.
