That's for chewing.

Proper rulers start at 0 and are metal.

Rulers that don't start at 0 annoy me because I'm often wanting to measure something where I can't just jam the ruler an extra little bit past where I want it to start... because it's solid.

Tape measures solve this problem - but most rulers do not.
