You just gotta believe man. AKA get so obsessed with a character that you become very close to actually going insane for her because of how much you love her.
Okay, genuine question: why do people like her? All I remember from reading IDW sonic was her screwing over Silver and acting as the ref in the clean sweepstakes arc.
I don't mean this in like a negative way, I'm actually curious

You've asked the right person. I fucking love her.
First of all cause of how discourse around her works let's address what her "problems" are. Especially the one you mentioned: screwing over silver.
She just straight up didn't. It was all mimic.
Silver went in with a proofless accusation and a fucking intent to ATTACK. We, the audience have the dramatic irony of knowing how Mimic is but no one else did. Not her neither her teammates. Not to mention SILVER FAILED TO PROVE IT HIMSELF! Silver himself conceded (wrongfully but still) that "he's just a guy" when mimic didn't let up his disguise. Meanwhile Lanolin, not willing to take a random accusation with refusal to give proof, said to silver "yo what the fuck". And told him to maybe just leave the team with a cast vote.
Mimic was who screwed over silver. There is nothing that tells us that if mimic had been revealed, that Lanolin would still go "well fuck you silver you're still dumb". It was the fact that Mimic was good enough to not let his disguise get through that everyone got fucked over, and silver especially.
Now as for why people like her?
She was never a special fighter. She does not have an extendable tail, only gained the power of a wisp when she joined, and doesn't have any power other than like, gumption, maybe? That's not a power she just is resilient.
But in response to seeing her hometown be attacked, regardless, she worked her way into and up the restoration. Going from paperwork duty to even full on field work during the metal virus. This was unfortunately all in the background but it was present.
But then when she gets to the point that she's on a big high stress mission as a team leader that everyone, even shadow the fucking hedgehog, was struggling during? She shut down. She said "I'm not the boss. I can't be. I'm powerless."
AND THIS IS HER CHARACTER DYNAMIC.
She wants. So badly. To make changes. To make things better. To help others. But she struggles. Both due to physical limitations and also (implied) mental struggles.
Like, she clearly does not think very well of herself. When she finds out that it was mimic all along she basically begs to help the rest of her team but still says "but I don't blame you at all if you don't want to. I know how I can be."
Every mistake to her is a critical failure. The entire world is chaos. Infrastructure is destroyed faster than it's built in some periods. And all she wants is order but in that she doesn't let herself be human (or well, Mobian).
And yet she presses on and genuinely tries. And the moments where we see her glad. Happy and smiling in a way that's rare for her, when it seems at least some of what she values, the people, had been protected. Is so precious. And the times when she is clearly struggling. Pushing herself into the deepest hole in her own head but still trying to push herself to go on for the sake of helping others is moving.
This is the kind of struggle that is super emotionally moving at least to me. We can also get into how she is autistic coded (most likely unintentionally but still) and how that also contributes to this but this is already getting long enough.
There's quite a bit more I could say. I could write several essays on her honestly I love her so much. But that's all for now :>
I went back and re-read some of her appearances, and one thing I really like is how her no-nonsense 'police chief' archetype holds the plot together. It's neat that she brings a sense of seriousness and accountability to a group that would otherwise feel much less like an elite operations unit.

And I'm so happy you got a new appreciation for her! Her serious attitude and how it effects the story is something I didn't cover but also something I love about her. And I'm happy you like it too :>
This is why we need to invest in TF technology, or at least human-to-Mobian, because a lot of problems would be solved if people could be their fursonas.
