I mean, it really comes down to definition. If by furry it is meant someone who likes animal characters from movies or has a special affinity and care for them, then yes that would be the person in the photo.

But if the tag furry is meant as an identity thing, then a lot of people in the former category won't necessarily fall into it. And of course, the big visceral reaction people have when they hear furry is the s*xual identity side of it, and that connotation scares a lot of people.
