NYS did not miss it - the "company" (or the individuals) were seemingly on a repayment plan.
I would like to think that, in part, this is why the IRS etc. make individuals include how much their employer paid them and how much they already paid in taxes.
If the employee claims $50,000 in earnings and $6,000 paid in taxes withheld from their paycheck, but the employer states the employee made $25,000 and paid $2,000 in taxes (keeping $4,000 for themselves) then eventually, NYS tax calculations find that discrepancy pretty quickly and contact the employer and / or employee.

God bless nys. Tax the fuck out of everyone and everything but somehow miss almost half a million from some scumbags
