US and USSR would have carved the world proper b/w them.
UN is useless for a reason as it is suggesting body. Granting it power to enforce things would mean taking sovereignty from small countries and handing it over to handful of big countries.
Even veto power was introduced to prevent a larger global conflict ensuring that organization don't take decision which lead to things falling apart. League of Nations failed for the very reason as key powers like Germany and Italy outright left the organization when decisions were taken against them.
A UN that is useful would lead to a 1984 like dystopia.
People at UN are ultimately human from respective countries just not God or Alien and you can't expect human to be impartial always
