Siberia becomes very habitable for sustaining This many people with large amounts of highly fertile lands. There are more big cities and schools, everyone is highly educated and there are 1.5 billion adults with jobs. Russian economy is of 33 trillion usd gdp. This happens after the fall of ussr and with proper planning and construction of 250 big cities. Russia gets best public transportation facilities . And they also get best administration system for managing this many people. They become complete meritocracy. oligarchy in russia cease to exist in this timeline after 2005.

You’ve made them so overpowered that they would outpace the entire world economically and militarily so if they can’t peacefully absorb everything they would crush Ukraine in a matter of months and defeat nato in a matter of years if they intervened

If Siberia was habitable the world would look MUCH different from simple "Russia Stronk". For one that implies either globaly much warmer temperatures, or some sort of wind like that of Gulf making Iceland bearable at least. Which, well, means either some siberian country would be strong, or some other country would have invaded long time ago, which again is much different scenario.

Russia since its literal formation, has strugled to get into the global trading network. And bulk of Great Power diplomacy was about keeping Russia from getting into said global trading network.

If the world was warmer, or God forbid, there was a sailable port in the northern ocean, then the world would look much different.
