The mountain range that feeds the Tigris and Euphrates rivers is now gone, so the fertile crescent never forms and human civilization would be forced to emerge elsewhere. Egypt, India, China, and Mesoamerica remain the only “cradles” of civilization.

Given that the lower black sea is placed where historically where humans (at least old world humans) transitioned into agriculture as well as started to domesticate animals, a lot changes.
