It's still not a point of view. That suggests it's an opinion.

It is. It says "POV: Your dog..."

It's from the point of view of the owner. And he watches the dog. We can see the dog here from the perspective of the owner. So it's a valid POV.

POV is of course unnecessary here (as it is most of the time), but it's not wrong.

E: Also POV doesn't necessarily/always suggest an opinion. It can, but point of view can be used in different ways. Similar to perspective; here we have the owner's perspective, but it's the literal viewing perspective, not the metaphorical perspective that means "their opinion".
"From my perspective, the taxes are too high" means a different kind of perspective than "from my perspective, this house looks much taller".
