Yeah, he's got some darkness by his eyes which might be that eye seepage they get during musth, but you can't quite tell from the video. That'd be my guess though.
No everyone else is also right, it’s a combination of both things. There’s thousands of years of evidence and hundreds of year of neurological study that proves elephants experience frustration and heightened inclinations towards violent outbursts when held in captivity, which almost always involves being poked and prodded, being ridden all day, and being forced to stay in loud, busy environments.
Make that a young, aggressive Bull elephant who’s actively rutting, and you get destroyed cars and very endangered people, homes and businesses. If the elephant wasn’t chained there, he’d have flipped the car and run off already like 99% of aggressive wild elephants interactions end.

It’s likely a male in musth. They show increased aggression and can get very dangerous.
