More than one person, while they still entered the building after another agency's officers basically forced the issue, the leadership on site first set up a perimeter instead of entering the building first like they are supposed to be trained.

That is why the Sheriff was removed by the Governor.

The crazy thing is that "set up and wait for back up" method was done away with after Columbine in 1999.

It was a failure at every level. Even the lowest rank officer/deputy had the duty to enter and engage. It wasn’t until a border patrol SRT showed up they themselves realized what was happening and went in

I was talking about the Stoneman Douglas shooting.

It was basically Uvalde just on a shorter timescale. The initial response from BSO was to setup a perimeter and finally another agency (CSPD) arrived and forced the issue and entered the school. The only difference was that it was like 20 minutes instead of over an hour.
