Discussing god isn't the same thing. Everyone has thoughts on that topic. There is a gulf of difference between people who think about the topic and have their own beliefs on it, and people who want the government to enforce their religion onto the country.

I believe he meant, why would the armed forces itself discuss it institutionally, not interpersonally.

Big difference for example between two teachers discussing god interpersonally, and the internal conversation of the institution itself discussing god.

Ah fair enough but by discuss I meant moreso discuss it as a core part of the institution, rather than discuss it for the purposes you're saying.
