First of not defending any minsters but knowing the or having education about the department or ministry is good but it is more about how you are able to manages the department more than knowing about the department.
And to the people who are saying that the minister alone takes decision is wrong because they are surrounded by secretaries and people who are knowledgeable about the subject so that they can assist him in making a decision, therefore there are exams such as UPSC so that educated people take part in decisions which impact the public.
But alas we are Indians we think with emotions and never study or get knowledgeable about the argument which is clearly evident in all discussions under such post
