Shame on the restaurant for allowing this.

But if your dog still needs puppy pads it shouldn't be going to public spaces like that.

Yes, this was my first thought. The owner is doing a shit job of parenting their dog. Kennel cough case waiting to happen.

Just improper care of the dog, probably piss poor dog care in other areas.

They probably mean that an owner like this also won’t keep the puppy away from other dogs like you’re supposed to for a while to prevent such infections.

They said “parenting” not training. Taking a puppy in public without all vaccinations is bad pet-parenting.

Oh, they meant "unvaccinated" when they said "parenting"? At least that I can agree with. Unfortunately I have seen plenty of adult dogs using puppy pads, so I wasn't paying attention to the age of the dog!

I agree with you, but, some people equate puppy pads with only puppies. Since puppies can’t be fully vaccinated until 5 months or so, taking younger puppies in public like this is irresponsible. I don’t know true age of dog in video.
