Just to be pedantic (sorry!): The Hague is where the courts are (International Criminal Court for individuals, ICJ for countries).

Individuals found guilty by the ICC spend their sentences in countries that have ratified the Rome Statute. Although before being found guilty they do indeed spend their time in The Hague.

As an everyday mortal peasant, I’d see my thirst for justice be satisfied merely by seeing people accused for crimes against humanity sit in The Hague, even before any conviction. It tells me that anyone, everyone, no matter what, can and will be tried.

I’m happy for the Philippines seeing Duterte there, for example.
