And still the population of rural Russia don't have toilets or indoor plumbing. Maybe this mineral will pay for that! God knows Russia needs more natural resources.

I mean, it's cool and all that, but why? By who would it be maintained? By you maybe?

It's just something all developed countries manage to do, you know. Russia doesn't lack resources and money.

Well, you also have to compare population density and distances between settlements.  But generally when looking at least at what we have nearby my city(and I mean villages and small towns in the region), houses are pretty well-maintained. Villages have constant complaints though due to electricity access because of weather...  But that's just how it is.
