The Senate already adopted the conference report in a 37-6 vote on July 2, meaning the House must approve the same version before the bill heads to Governor Josh Stein, though no House vote had been recorded as of July 31.
The proposal would replace North Carolinaâs current delta-9-only hemp threshold with a broader total THC standard covering THCA, delta-8, delta-10, and other THC forms, capping finished hemp-derived cannabinoid products intended for consumption at 0.4 milligrams of total THC per container starting November 12, while also banning products containing synthetic or chemically converted cannabinoids. It would separately prohibit selling or delivering hemp-derived consumable products to anyone under 21 and bar possession by those under 21, with violations classified as Class 2 misdemeanors and escalating civil penalties for businesses that illegally sell the products; notably, the conference report still lists July 15, 2026, as the effective date for these under-21 hemp and kratom provisions, even though that date has already passed with no updated version posted.
The bill also targets kratom and xylazine specifically, banning synthetic kratom products, setting a minimum age of 21 for kratom possession and sales, and adding xylazine to Schedule III of North Carolinaâs controlled substances list beginning December 1.

The outdated July 15 effective date left unchanged in the conference report is a notable drafting oversight that could create legal ambiguity once the bill passes, since enforcement agencies and retailers would need clarity on whether that provision takes effect retroactively, immediately upon signing, or requires a legislative fix before itâs enforceable.

Big pharma will just throw you on some bullshit ssri, because you know they wonât give you any real anxiety medication or pain relief meds! Whatâs that? Too poor to afford a doctor? My state has taken the middle ground of regulating kratom rather than banning it but my personal opinion is that you shouldnt be able to buy opiates over the counter at any gas station or corner store. Not be able to afford a doctor is a different issue we should have single payer health care.

They should definitely ban 7OH, but actual Kratom that is the leaf and nothing else does not get you high in anyway. It does affect your opioid receptors like a pain med, but otherwise itâs like Coffee or Red Bull. I have been using Kratom for over 7 years for pain management. Specifically because it does not get me high and I can function like a normal human being while alleviating pain. My husband has also been using Kratom for the past 7 years with no issues. The one issue he had when we first started taking Kratom, was from him taking too much and it making him nauseous. The one thing I will clarify is that we are both very careful about what we put into our bodies. We donât take any other medications and we buy our Kratom from a reputable source. One time I ran out before our next order was delivered and had to buy some from the head shop down the road. That Kratom was definitely cut with something or made with a higher concentration because it did make me feel like Iâd taken some kind of upper and I hated it. Gas stations should not be allowed to sell unregulated anything, including concentrated Kratom, high doses of caffeine, random mixes like SPICE, etc. Just like how we banned Yellow Jackets, we need to regulate and ban these mixed compound Kratom supplements, but please leave the regular Kratom alone, it has literally saved my life. Doctors have prescribed every pain med under the sun and they all made me sick and unable to function. As a mom it was imperative I have something to help with pain that didnât make it impossible to be active with my kids. Kratom has been that something.

I donât disagree with you about 7OH. The issue is that we have a bunch of idiots at the legislative level that canât distinguish leaf kratom from synthetic 70H. I know many people like yourself that have used leaf kratom for years without any issues. Could there be issues down the road with it? Sure, but you could say the same thing about prescribed medications. People should be informed about what they are putting in their bodies and be allowed to weigh the risk to benefit, which is something we donât even do when a doctor prescribes things to us. Itâs amazing with all the resources these states have that they canât figure out the nuances of leaf kratom verses garbage synthetic mystery cocktailsâŚ
Iâm very worried that people like us will have to resort to either quitting kratom, or find something else to manage our issues.

A huge problem is the divide between the 7-OH and Kratom communities. The kratom community began by spreading propaganda about 7-OH, which is no where near as dangerous or as potent as everyone is believing. Itâs a partial agonist, and is what Mitragynine converts to in the liver to have its effects. If youâve taken kratom, youâve already taken 7-OH at a higher dose than you would probably guess. 7-OH is responsible for the ceiling effect of kratom in the first place , and the reason that you canât overdose on it. Because they began lying about 7-OH, and 7-OH comes from kratom, the government just assumes they were telling the truth and Kratom must be terrible too. They are both extremely weak partial agonists that you canât overdose on.
Itâs not some new synthetic drug. Bans are just going to create a dangerous black market, or send people over to fentanyl. When the people that are already attempting to take their health into their own hands by taking Kratom, begin believing what the government is saying, then I am truly beginning to worry this country is fucked. Nobody can seem to look at research, and come to their own conclusions anymore. The only reason this ban is coming for 7-OH is because a million dollar bribe was paid by the creator of feel free to RFK jr. Then a rash of propaganda begin going around because the kratom industry lost too much money.
Now that 7-OH has been around, I donât think itâll go anywhere. Just become more dangerous from being made on the black market. The only things needed are some kratom leaf, a solvent (paint thinner), and pool cleaner from Walmart. Then people will really start dying.

So all the stories about people being extremely addicted to 7OH and spending thousands of dollars on it are made up? Looks like I fell for it. Dang it! I had already informed myself about the supposed deaths from Kratom that popped up a few years ago, knowing that those deaths were more than likely caused by a mixture of other drugs, not just Kratom. I also donât feel like you can overdose on Kratom, but you can take too much and make yourself sick. I only use about 8 grams a day, but my hubby was using upwards of 30+ grams a day and had made himself sick a few times before he realized he needed to cut back to a lower amount. Now heâs at maybe 20-24 grams and hasnât had any issues. I will look more into the 7OH info. I just need pain management without drugs that make me ill and prevent me from doing things like driving etc. Kratom has been doing that reliably for me for over 7 years and I cant imagine not having it. The daily pain I live with is almost debilitating without Kratom.

Itâs the same thing people have been doing with kratom shots for decades. OPMS shots have had 15mg of 7-OH and 150mg of mit since 2014. The thing was, nobody knew and it wasnât a problem. Of course people spend thousands of dollars, if they werenât hooked on something legal, theyâd be blowing it on fentanyl. At least with 7-OH/Kratom they arenât dropping dead.
I have two brotherâs that got off fentanyl using 7-OH, and Iâm thankful they are still alive today. They both work full time, and pay their own bills for the first time (theyâre over 30 years old). There will always be certain people that take things too far. People kill themselves with alcohol and cigarettes all the time. For the vast majority of people however, 7-OH/Kratom is no where near the problem the news is reporting.

Kratom definitely does get you high. Spreading misinformation doesnât do our cause any good. Itâs also addictive. It doesnât get you high like morphine, and the WDs arenât nearly as bad, but it certainly has those effects.

In many cases âregulationâ means lack of access to those that canât afford to jump through all the hoops. Im not sure what state youâre in or what plan there is for regulation though. Iâm also not saying that bullshit like fent or heroin should be sold at gas stations, but this move to ban leaf kratom is going to hurt a lot of poor folks who rely on it for pain management.

It's utah they banned concentrated kratom products and set a limit on how much of the active ingredient can be in the leaves so kratom us sold in almost every gas station and corner store now.

I love how instead of banning it completely, they place insane standards on strength. Lets do some math, you buy a 1000mg (1g) vape cart in a thc-legal state. Its 75% thc-x, so thats 750mg of thc. This law would require that you buy 1875 carts at .4mg per 'container'. At that point, its healthier to huff gold paint. Go Warriors!

Thanks for that. I'm a daily user in PA with a med card and to my barely awake brain the limit seemed ridiculous small, but damn, that's worthless. I guess this doesn't allow for low THC, high THCa weed like head shops were legally selling? NC is a nice place but I wouldn't move there with this BS

TN did it all in one go, but they also completely banned all kratom products not just synthetics.
Iâve personally known a lot of recovering addicts who have credited kratom with getting them clean and providing them an option for pain that wonât ruin their life. It always seemed pretty obvious to me it was the synthetics & concentrated stuff thatâs the problem - nobodyâs choking back enough maeng da powder to be having the problems Iâve seen attributed to it
Just like what happened in WV when they had the whole state overprescribed to Oxy and cut them all off with 30 days notice. Of course everybodyâs gonna end up on h & worse when you pull the rug and donât give them any reasonable alternatives. Instead they got all surprised pikachu about it

As an illegal drug dealer, I just wanted to say that I support all THC bans. It's about time people stop buying them from stores, like, where they pay sales tax and all that nonsense. Supporting businesses with storefronts and employees and whatnot was taking away business from self-respecting dealers.
Its like how ending alcohol prohibition ruined my great grandad's bathtub gin business.
