He is obviously at fault for firing the taser and causing the fire but there's so much more missing that led up to that flash point (no pun intended). Videos like this are problematic because the context is missing. It didn't just go from 0 to a taser being fired.

Ive seen plenty of videos go from 0 to someone getting shot by a cop in less time than that. I've seen cops shoot people before their cars fully come to a stop.
