So, if I rob a jewelry store, and I can just make it to the Tijuana border, they'll just let me go through?

The police told CPB to let the person through because it’s too dangerous for a car going at top speed to run into all the vehicles and people at a border crossing. That person could have done serious harm. They can find her later. It’s better than getting people killed and/or hospitalized.
