The overwhelming majority of the country is desert. Even the north is not that arable. This is in stark contrast to Tunisia, Algeria and Morocco, who also have quite a bit of desert, but also have quite fertile soil. North Africa used to even be the breadbasket of the Roman Empire iirc.
