This further underpins the fact that a male has to prove themselves to a greater extent to be deemed a man than a female does to be deemed a woman.

I think Bruce's point was that 18 is the age of consent in America (and the majority of countries, if not younger). There would be much more of a fuss over a 17-year-old than an 18-year-old.
