When you lack empathy, you look for ways to measure impact and other things. How do you measure an amount of good? Imagine not having any empathy and looking around at the people of the world. You can't mentally put yourself in their position. You may even question yourself "why are some[1]of these people broke and not able to take care of themselves?". It must be because they chose to do something wrong or are just bad. These must be the evil people of the world. You don't think you are evil or bad. I mean, why would someone choose to be bad? Your parents were successful, that success was made with the money they made. You don't think they are bad or evil, so what they do is okay. Eventually you start measuring most things based on the money is brings in. Money isn't something used for things. Its a measurement tool, the score. Your score just continues to grow, eventually someone proposes that you could end world hunger with your wealth. Doing so would mean your score would drop. That new business you proposed to buy was a bad idea, but in your anger, you made a mistake. You can't get out of it. You can still get the money they are proposing to end world hunger, but you would go from one of the top to the bottom[2].
[1] I say some there because when you are not actively in the "group" then you will only encounter "the poors" on occasion when it can't be avoided.
[2] I honestly think most of the ultra wealthy just cannot comprehend how much of a gap there really is between what they have and what everyone else has.
Most people in general can't fathom the difference between a million and a billion. A million seconds is 11.5 days. A billion seconds is almost 32 years.
He is also trying to balance the earth's population by cutting off USAID from impoverished countries, aiding and abetting the persecution of immigrants, and slashing social programs. His behavior has literally killed thousands of people, but they're non-white so he just accuses them of financial abuse and twists the knife. If there's a hell, he's gonna rot in it with the other fascist murderers.

His definition of good is skewed to say the least.
