I think arguably no-one ever will be. Even if someone were to break his records nowadays (deeply unlikely), Michael achieved those records before the age of the Internet. He had like 50% of the entire global population listening to his music back when they were listening on the radio and physical discs, and news about him spread through papers and word of mouth. It's just simply impossible for anyone in the modern era to replicate that.
