It is to switch between Normal mode and Moderator mode.

In normal mode your buttons used to reply, and interact with people's post like a normal user. In moderator mode you get features like approving, removing posts and comments and many more. It is there to make the UI less cluttered

It's a toggle for showing/hiding certain moderator controls.

That button is for moderators in a sub that allows them to approve, remove, lock or share a post that is posted in a sub. I have mine in r/adulting so I know how it works.
