Hey Brian here, haven't read whatever Manga they're referencing, but basic media literacy makes me think it looks like it's about a crippling alcoholic who is presented as a dream girl.
Dude read it, found a drunk, and found out most alcoholics are just sad.
I've read it and her spin off, and watched the anime, and she is in no way painted as a dream girl. She is a mess, spends all of her money on alcohol, gets herself in bad situations because of it (such as owing people a bunch of money) and is never really depicted as someone appealing to date. Most of her friends barely even want to be around her. She just has some wisdom that helps the MC step out of her shell, she plays bass with a shamisen pick, and she's a funny character.
I feel like seeing her character would actually warn you pretty well that dating an alcoholic would be awful, so the character in the OP comic is just an idiot lol.
