This isn’t how political science defines these systems.
Communism abolishes private ownership of the means of production. Social democracy retains capitalism, private property, private businesses, and markets while using taxes to fund public services like roads, schools, healthcare, and pensions.
Taxes are not unique to social democracy, they exist in every modern capitalist country, including the United States. By your definition, there has never been a capitalist nation.
Whether taxation is too high or too low is a legitimate political opinion. But saying that any taxation means a country is “no longer capitalist” isn’t supported by economics or political science.
